Finding Home: Affordable Housing in Chaffee County
Affordable housing has been a well-known challenge in Chaffee County for many years. Whether it’s first-time buyers trying to enter the market, long-time residents looking to stay in the community they love, or workers commuting from outside the area due to limited rental options, this ongoing issue touches nearly every part of our community.
This is not just a local concern. The Colorado Association of REALTORS® (CAR) and the National Association of REALTORS® (NAR) are both actively working to address housing affordability through advocacy, education, and public policy at the state and national levels. CAR supports efforts like zoning reform, property tax relief, and first-time buyer savings accounts, while NAR focuses on federal policy solutions, increased housing supply, and partnerships with organizations like Habitat for Humanity.
As REALTORS®, we often see firsthand how difficult it can be to find stable, attainable housing in our region. Buyers are outpaced by rising prices, renters struggle with availability, and families are faced with tough choices about where to live and work.

Here is an overview of the key organizations addressing housing in Chaffee County:
- Chaffee Housing Authority (CHA)

CHA provides housing programs for renters and owners and is leading multiple new developments. Key efforts include:
- Rental Deposit Guarantee Program – Helps tenants by allowing deposits to be paid over time
- Open Doors Program – Converts underused homes into long-term rentals
- Housing Projects –
• Jane’s Place in Salida (mixed-use workforce housing and nonprofit space)
• Midland Apartments in Buena Vista (60 rentals for households earning 80–120% AMI)
• The Crossing (ownership and rental development currently in planning)
• Alpine West (partnership project with Chaffee Housing Trust: 75 rentals and 6 for-sale homes)
- Chaffee Housing Trust
